Yes, it's more expensive to manufacture than DVD but for a game like GTA:IV the economies of scale would likely render it inconsequential. Perhaps it's more to do with the 360 install base allowing for more software to be sold or part of the $50m wad of cash Microsoft gave to Rockstar at work.
